Introduction

Keeping in view the importance of financing in Renewable Energy RECoN has been paying much attention so as people who deserve access to energy to people barred of opportunities should have been brought into an accessible bracket. The Government and other agencies are in action but there are still lapses at procedures and stages. Thus, easier financing solutions have been identified as the major instrument. RECoN had organised a Close Circle Meeting on Roles of BFIs to enhance: Banking Credits for Funding Renewable Energy (Impacts and Lessons) on Saturday, 22 July, 2017 and as a follow up a similar interaction was conducted on the same subject with wider participations for in depth knowledge sharing on Thursday July 29, 2017.

 

Mr. Saurabh Rijal's emphasis on RE-thinking

The event was focused on Presentation of Mr. Saurabh Rijal. He had emphasised on need of rethinking on financing policies, procedures and even to create conducive environment to flourish renewable energy as it had to take a better speed. He the existing modalities need to be restructured.

He strongly argued that that will fulfill government goal to provide RE to rural community

-- replace use of traditional energy, increase employment, and opportunities

                -- To improve their living standards.

That will address the need of

  • Outcomes much more than just production of energy.
  • Minimal government and maximum governance.
  • Providing major responsibility to major player (developer & operator). And also provide them maximum benefit from successful projects.

 

Mr. Manu Binod Aryal's presentation

Mr. Aryal elaborated the existing funding modalities of Central Renewable Energy Fund (CREF) and possible extending of services in the changed contexts.

 

Mr. Nawa Raj Dhakal's comments

Mr. Dhakal stated that financing modalities has been taken into consideration to be changed to suite with the transformation of the country's political system into federals structure. He also said that the external development partners have committed to provide funds and other cooperation. CREF will be channelizing the credit funds. Likewise, Alternative Energy Promotion Centre (AEPC) has been working out for receiving fund from Green Climate Fund.

He admitted that rethinking on RE Financing is a process to consider for the better outcomes.

 

Mr. Bala Ram Shrestha of BSP Nepal, Mr. Binod Shrestha of Winrock International Nepal, Mr. Vishwa Bhushan Amatya, freelance RE expert also commented the need of rethinking of RE Financing.

 

Conclusion

Mr. Guna Raj Dhakal, chairperson of RECoN concluding the discussions said that new approach in financing renewable energy has been a need where easier financing will be available and the consumers, developers, service providers, suppliers, financing agencies, insurance companies, practitioners and professionals will be able to work without financial hassles. As such, RECoN and other organisations will have to work together in bringing in conductive environment for the desire pace of renewable energy promotion.   

 

As planned earlier, the interaction and discussions of RE financing programme was tuned to the event to welcoming and felicitating Minster for Population and Environment Mithila Chaudahry.

Mr. Guna Raj Dhakal, Mr. Uttam Sitaula, Mr. Hasta Pandit, Mr. Padam Dulal expressed best wishes and success to the newly appointed Minster for Population and Environment Mithila Chaudahry. They also hoped that Minister Chaudhary will be able to create for better working climate for all stakeholders.

Dr. Bishwa Nath Oli, secretary at the ministry and AEPC Executive Director Mr. Ram Prasad Dhital also underlined the better working climate.

 

On the occasion Minister Chaudhary said she will work better with honesty. Cooperation from all stakeholders is expected to achieve the desired targets, she opined.
